It reports the average area coverage of each ink channel per page; the 11.3% is the mean across the four channels, averaged over all 29 sheets. The lightest sheet is 8.4% and the heaviest is 20.7%. All 29 figures and the exact command are printed on page 5 of the guide, so you can re-run it on your own copy and check every one.

Is 11.3% actually low?

For comparison, a full bleed saturated sheet measures about 35% the same way, and a solid black page measures about 74%. Roughly two thirds of the 11.3% is the cream ground itself — a blank sheet of the ground with no artwork measures 7.9% — so the line work, halftone dots and flat tint together add only about three points on top of the paper tint.

What about black ink specifically?
